Description of the Project
The project on Services Regulatory
Reform was developed by the World Bank and the
Organization of American States (OAS).
To date,
considerable research has been carried out on the rules and
disciplines of services liberalization at the multilateral and
regional level. Nevertheless, very little research has been
conducted on the impact of regulatory structures and reforms on
services performance. This project attempts to fill this gap
through in-depth comparable analysis
of three selected service sectors - financial, telecom and
transport - in selected countries of Latin America.
The objective of the
project is twofold: first to identify measures affecting trade
in services in these sectors through the analysis of the
relationship between policies and performance; and second to
identify the components of domestic regulatory reform, the
rationale behind policies taken for reform, and the results from
such reform.
Joint Research Project on Regulatory Reform and Services
Liberalization in the Countries of the Andean Community
Purpose:
This research project will carry out an examination and
analysis of the impact of trade liberalization and regulatory
reform on policy and performance in three selected service sectors in the five countries of the
Andean Community.
Research Project on Regulatory Reform and Services Liberalization in
Central America
Purpose: This
project will aim to collect sectoral information on non-tariff barriers to trade in
three services sectors: land transportation,
telecommunications and financial services (Banking and
insurance). The participating institutions will have access
to this information and will, either individually or jointly,
use it for the preparation of sectoral studies.
Joint Research Project on Regulatory Reform and Services
Liberalization in Mercosur Countries and Chile
Purpose:
This research project will carry out an examination and
analysis of the impact of trade liberalization and regulatory
reform on policy and performance in six selected service sectors
in countries of Mercosur and Chile.
The data collected through the project, on a time-line basis,
will enable the examination of the relationship between
policies applied to each service sector and the performance of
the service sector, and thus to identify priorities for policy
reform.
The research project consists of three components: data
collection; sectoral analyses; and a regional seminar.
